Citoyen Scott has not come up inn searches of the French revolution and Republic, but the year 1794 was the height of the Reign of Terror and Citoyen Scott may be a pseudonym.

Beaumarchais played a crucial role in securing French support for the American Revolution, notably through the secret shipment of arms and financial aid. He founded a covert organization that supplied the American rebels with weapons, ammunition, and other crucial supplies
